3. Requirements associated with lessons learned and best practices. These are intended to provide best commercial practices for requirements that are not otherwise specified by the customer. This category of requirements is normally maintained at the module center level within PW since the module centers provide "one-stop-shopping" for that particular module type. For example, the turbine module center provides the design, manufacturing, delivery, and support services for all turbines for all programs (military and commercial). Similarly, HS, being the controls and externals "module center" for PW programs, provides "cradle-to- grave" support for all hardware associated with controls and externals. This flowdown process is represented by the symbol The first and third categories above can be flowed down in a very straightforward manner since no complex calculations or simulation is involved. A certain amount of"engineering" must be applied even to requirements that are directly flowed down. Structural integrity requirements must sometimes be interpreted to determine the applicability to various components. Since the control system contains a wide diversity of different component types (small electrical sensors, electrical harnesses, ignition components, fuel controls, actuators, pumps, electronic controls, etc.) all non-decomposed requirements do not necessarily apply to all components. For example, rotating parts might have a 25% overspeed burst margin imposed on them for safety reasons. This requirement obviously applies to the turbomachinery, but also applies to fuel and oil pumps, accessory gearbox, and electrical generator. It would not apply to other control system components since they do not contain rotating parts. On the surface, this would seem to be a mundane task. However, writing requirements in a clear, unambiguous manner without over-specifying or over-constraining is a difficult task that is often taken for granted and performed poorly.
