documentation. However, further work needs to be done to improve the linkage between technical requirements and attribute allocations such as product cost and weight. Significant amounts of engineering resources are being spent attempting to achieve unattainable goals. Further research should be done to try to understand the specific relationships between technical requirements and design space in an attempt to write more realistic specifications at early development program stages. An area within the proposed development framework that deserves additional work is quantification of the component risk assessment process. The current process specifies that component attribute impacts (recurring and non-recurring) be identified based on the level of estimated requirement uncertainty. This is no easy task since relatively detailed analytical models of components and subsystems are required to obtain a reasonable understanding of the impacts. Even with quantified attribute impacts, the assimilation of these impacts to make a final decision as to whether or not to apply the revised framework requires a high degree of subjectivity. Additional work needs to be done to provide a common "yardstick" to relate various attributes such as development cost, product cost, weight, safety, and heat generation.
