Standard: A document, the main text of which contains only mandatory provisions using the word "shall" to indicate requirements and which is in a form generally suitable for mandatory reference by another standard or code or for adoption into law. Non-mandatory provisions shall be located in an appendix, footnote, or fine-printnote and are not to be considered a part of the requirements of a standard. This section provides a brief overview of the existing and developing codes and standards related to fuel cell technologies. The discussion focuses on participating organizations, specific codes and standards, and more generally applied codes and standards (e.g., the Uniform Building Code) that apply to system installation. 10.5.2 Organizations Below is a listing and brief description of organizations involved in the development of codes and standards pertaining to fuel cell technology. American National Standards Institute (ANSI): ANSI has served in its capacity as administrator and coordinator of the United States private sector voluntary standardization system for 80 years. The Institute is a private, non-profit membership organization supported by a diverse constituency of private and public sector organizations. ANSI Z21.83 has been published and provides a means of testing and certifying the safety of stationary fuel cell power plants having a capacity of less than 1 MW. American Society of Mechanical Engineers (ASME): ASME is an international engineering society that conducts one of the world's largest technical publishing operations. ASME International is a non-profit educational and technical organization serving a worldwide membership. Its mission is to promote and enhance the technical competency and professional well-being of engineers through programs and activities in mechanical engineering. To this end, ASME has developed the Boiler and Pressure Vessel Code, which is referenced as part of the AGA certification. Additionally, ASME issued a fuel cell standard, ASME PTC 50, Performance Test Code on Fuel Cell Power Systems Performance. Institute of Electrical and Electronics Engineers (IEEE): The mission of IEEE is to advance global prosperity by promoting the engineering process of creating, developing, integrating, sharing, and applying knowledge about electrical and information technologies. IEEE Standards Coordinating Committee 21 (SCC21) oversees the development of standards in the area of fuel cells, photovoltaics, distributed generation, and energy storage. SCC21 coordinates efforts in these fields among the various IEEE societies and other appropriate organizations to ensure that all standards are consistent and properly reflect the views of all applicable disciplines. Working Group 1547 - Standard for Distributed Resources Interconnected with Electric Power Systems - establishes criteria and requirements for interconnection by distributed resources with electric power systems. The purpose is to provide a uniform standard for interconnection of distributed resources with electric power systems and requirements relevant to the performance, operation, testing, safety considerations, and maintenance of the interconnection. 10-15
