In recent years, growth in neighboring states and a hiatus in the construction of new generating facilities within the state have led to increasingly tight supply margins. For the past few years, increasing awareness of potential power shortages coupled with potentially attractive business opportunities offered by the newly deregulated California electricity market have led to proposals for the licensing and construction of a number of new plants within the state. At present, 50 plants—representing over 21 GWe of new generating capacity—have been approved or are under review by the CEC (Table 1-2).
