1 Introduction 1.1 Background The project “Technical Assistance to implement the EU Biomass Action Plan: evaluation of options to take into account biomass efficiency in use", commissioned by DG TREN is executed by a consortium, led by Ecofys, within DG TREN the framework contract TREN/A2/143-2007. On January 6th, 2009, the kick-off meeting took place in Brussels. Agreements resulted from that meetings were laid down in minutes. An inception report elaborated on the problem analysis, objectives and our approach. An inception report was delivered on January 26th. In this report the approach, presented in the Technical Proposal, was deepened. An intermediate report including preliminary results was delivered on March 11th. The present document is the final report, presenting final results. 1.2 Objectives of the project The purpose of the study is to provide the EU with an evaluation and recommendations that will enable it to: 1.3 • • Have a comprehensive overview of currently best available technologies (BAT) for biomass heating, cooling and electricity provision from solid and gaseous biomass which could be used by the EU to select specific bioenergy technologies; Identify and evaluate policy options for promoting best available technologies, including options for legislative provisions as part of a biomass sustainability scheme; Organization of the text The project is subdivided in four tasks. These tasks were set by DG TREN. The proposal, inception report and intermediate report were all structured according to these tasks. This final report is also organized according these tasks. Each task corresponds to a chapter. Below all tasks and the organization within the tasks is described briefly. Task 1: Data collection and evaluation BAT Chapter 2 deals with Task 1 and covers the collection of data on bioenergy end-use efficiency needed in task 4. In section 2.1, basic components (also: unit operations) of bioenergy conversion systems were described, including end-use efficiencies.
