5 Task 4: Evaluation of policy options In Chapters 2, 3 and 4 a selection of eight Biomass Technology Combinations, relevant for bioenergy production and efficiency improvement, are identified and analysed. Table 26 gives an overview of the selected combinations. Table 26 Selected Biomass Technology Combinations Residential heating Large-scale power and CHP Co-firing Waste incineration Power plant ORC District heating Manure (co-) digestion Diesel engines on vegetable oils This chapter analyses possible policy options to improve end-conversion efficiency of these biomass technology combinations. It gives an analysis of their effect on the identified biomass conversion combinations in the previous section, as well as assesses the impact on a number of relevant indicators. This chapter starts with an overview of some of the existing energy efficiency policies. This starts with a broad overview before focussing on biomass end-conversion efficiency, as few policies explicitly focus on biomass end-conversion efficiency. This is followed by the identification of the various possible policy options to improve end-conversion efficiency. The options are described in general terms first, after which they are elaborated on more closely in relation to the identified biomass conversion combinations. Based on this analysis, the policy options are screened on their applicability and a shortlist is made. An impact assessment is made of the shortlisted policy options, on a number of relevant criteria. Based on this assessment, final recommendations are made on policy measures to improve end-conversion efficiency of biomass use.
