80 • Austria Household subsidy scheme: pellet boilers only receive subsidy if they have certain threshold efficiency; • Brussels: Investment grant for small CHP; Though not directly related to energy efficiency policy, the Integrated Pollution Prevention and Control (IPPC) Directive may indirectly influence energy efficiency through the requirement of the use of the Best Available Technology (BAT). End-conversion efficiency may also be influenced by local permitting process, in case a permit is required prior to the building of the installation. However, the impact of both aspects is difficult to assess as they are part of the local planning process. Future policy development Renewable energy policy is moving forward rapidly with the adoption of the Energy and Climate packets in December 2008. With new renewable energy and GHG savings targets for 2020, member states will soon implement new policy to achieve these targets. This will also include policies to stimulate the use of biomass for electricity and heat production. The EU will also continue to develop measures to improve energy efficiency. Some of these measures are relevant for biomass use. Measures that have been suggested by the EU so far are: • By 2008 develop minimum binding efficiency requirements for new electricity, heating and cooling capacity lower than 20 MW and consider, if necessary, such requirements for larger production units; • Minimum performance requirements and regulations for district heating and micro CHP will also be proposed as from 2007; The UK Government has proposed to ‘re-band’ the Renewable Obligation, whereby support to emerging (high-risk) technologies is increased and support to established (low-risk) technologies is reduced. These changes are due to be implemented on April 1st 2009. The proposed re-banding favours dedicated biomass plants over co-firing, CHP over power only and the use of energy crops over other biomass types. This is achieved by awarding a different amount of Renewable Obligation Certificates depending on the use of biomass. The Dutch government is discussing the introduction of sustainability criteria for power generation from biomass in their support scheme.
