5.2 Policy options – rearranged This section describes the policy options that will be considered and its relevant attributes. This list has been modified from the original list proposed by the Commission. Box 1 shows the policy options that have been identified in the inception report. However, the policy options to stimulate better end-conversion efficiency and methods to calculate end-conversion efficiency are not separated clearly. Option 2a is a method to calculate end-conversion efficiency but does not in itself contain an incentive for better end-conversion efficiency. Banning, labelling or penalising can all incentivise better end-conversion efficiency, but their effectiveness depends on the method used to calculate end-conversion efficiency. In order to make this distinction more clearly, the policy options are rearranged in order to separate methodological aspects from policy options. This will give a better insight in the different roles methodological aspects and policy options play in stimulating better end-conversion efficiency. Box 1: Policy options identified in the inception report 1. Business as usual. 2. Establishing a bonus for high end-conversion efficiency or a penalty for low end- conversion (1): a. incorporating a penalty or bonus in the methodology for calculating GHG emission savings; b. penalising inefficient uses of biomass by not allowing heating and electricity produced with low end-conversion efficiency to count towards targets. 3. Establishing a bonus for high end-conversion efficiency or a penalty for low end- conversion (2): establishing a bonus or penalty in national support schemes. 4. Banning inefficient uses of biomass or developing minimum efficiency performance standards. 5. Developing labelling programmes that encourage the introduction of more efficient technologies. 6. Put in place more efficient supply chains for the pre-treatment, collection and transport of raw materials. 7. Display energy efficiency performance on the guarantee of origin for renewable heat, cooling or electricity from biomass.
