82 5.2.1 Methods to incorporate end-conversion efficiency Two methods to incorporate the efficiency of bioenergy use are considered in this assessment. The outcome of these methods can be profoundly different, as the first method considers the whole bioenergy chain while the second method only considers the end-conversion efficiency of the biomass conversion. Include end-conversion efficiency in the GHG calculation of the biomass chain. This method considers the GHG reduction of the whole biomass chain. It calculates the GHG emission from the start of the chain (agricultural production) to the final use of biomass (combustion for electricity and/or heat). The total GHG emission is compared to a fossil reference chain, and expressed in a reduction percentage. It is based on a full Life Cycle Assessment (LCA) of the bioenergy production chain, also including the production of by-products. Usually, the ‘end-conversion efficiency’ of the electricity and/or heat generating installation is part of this calculation as the GHG emission is measured per unit of electricity or heat. The question therefore is not so much, can end-conversion efficiency be included in the GHG calculation, but is the GHG performance indicator effective in stimulating better end-conversion efficiency. The end-conversion efficiency of the heat and/or power generating installation is only one element in this LCA calculation. Consequently, the calculated efficiency is strongly influenced by the GHG performance of other parts of the biomass chain. This may mask the end-conversion efficiency of the installation as a poor performance can be compensated in other parts of the chain, and vice versa. In general, it can be said that the effectiveness of using this calculation method for stimulating higher end- conversion efficiency is less powerful as it does not directly target the aim of the policy.
