5.5.1 Selecting indicators The EU produced an impact assessment guideline document. This document is used to guide the impact assessments that are undertaken in studies supplied to the EU. This document is also used in this section to analyse the impact of the policy options. First step is a selection of indicators to assess the impact on. Table 30 shows the indicators that have been identified in the guideline document of 2009. Most of these indicators are not relevant for end-conversion efficiency policy, as it focuses on a very specific aspect. It does not have an impact on broader societal issues, such as gender equality or property rights.
