Support schemes for bioenergy already include administrative requirement, for the scheme operator and the applicant. Differentiating rewards based on efficiency does not impose a significant increase of administrative costs. The same accounts for applying a minimum efficiency standard within a support scheme. If this is applied outside a support scheme, which is likely to occur only for household appliances, administrative costs are more significant because it requires additional policy measures to implement a minimum efficiency standard. In this case, administrative costs are more or less equal to establishing an investment subsidy for residential heating. The difference between both is that the latter does not include any consequences if the efficiency is low. The EU already has labelling policies in place, requiring producers of electric appliances to label energy efficiency of their product. The labelling of biomass conversion installations, which is only relevant for household appliances, can therefore be seen as an extension of existing labelling policy. Administrative costs for national governments will not increase significantly through the addition of labelling residential heating appliances. For companies producing these appliances, administrative costs are higher, as they have to supply new information on their product. A quantification of possible administrative costs is given in Table 32, which gives a summary of the tables provided in the appendix.
