ADBA News iNDustry coNcerNs Delay biometHaNe Qp The environment Agency is continuing work to develop a Quality Protocol for biomethane after proposals were put on hold following a Technical Advisory group (TAg) meeting which considered the serious concerns raised by ADBA, the gas distribution networks (gDN) and others regarding the draft proposals and the evidence on which they were based. stakeholders were generally concerned that the original proposals would create unnecessary cost and bureaucracy for operators and that the data on potential contaminants was derived from analysis of landfill gas, and therefore likely to have reflected components which simply would not be found in biogas. Concerns were also raised that the definition of a ‘vehicle’ was unclear in the documents produced so far. At the most recent TAg meeting, held in october, attendees were presented with a revised version of the criteria, which scaled back the proposals to testing for a significantly reduced range of components in the gas. The operator and gDN would, however, need to conduct a risk assessment, using the gQ/8 process adopted by the energy market Issues in Biomethane group for the parameters of the Network entry Agreement, and a new risk assessment would potentially be required if the balance of feedstock in a plant is changed. The group also discussed whether it would be possible to extend the definition of ‘vehicle’ to cover engines, thus making the QP applicable to a wider range of end markets, to which the general consensus was positive.
