Policy rHi - proposals for support above 200 kwtH DeCC has published a consultation which finally proposes to remove the current 200 kwth limit on biogas combustion under the rHI and sets out new banding levels above this figure as follows (biomethane injection remains supported at 7.1p/kwh at all levels): from waste produced on farms and in industry. However, due to the perceived complexity and significant investment and planning required for a biogas installation, we are not seeing high levels of deployment for larger installations. “Combined heat and power biogas installations are a growing market and we believe that the rHI should be designed to be compatible with existing incentives, but the current limit of 200 kw in the rHI creates an additional barrier for heat generation compared to electricity generation. ensuring support for electricity under existing incentive schemes also encourages the more effective use of the heat produced by CHP installations rather than distortion towards electricity generation that we may see with a large tariff differential. we therefore propose introducing support under the rHI for biogas combustion over 200 kw.” DeCC is seeking opinion on whether these proposed banding ranges and support levels are appropriate, with the document raising the option of a middle tariff of 200 kw - 1 mw. Following this consultation, the government’s proposals will be finalised with new support in place by summer 2013, including degression and trigger levels. Banding (kW) < 200 200-500 >500 Current Tariff (p/kWh) 7.1 - - Tariff proposed in consultation (p/kWh) 7.1 5.9 2.2 These tariffs have been designed to complement the Feed-in Tariff and can be claimed alongside the FIT where a new biogas CHP engine is producing both electricity and heat. The consultation document states: “we believe that biogas technologies over 200 kw can make a valuable contribution in terms of waste management, reducing greenhouse gas emissions and providing renewable heat, particularly where fuel is sourced eND of waste NegotiatioNs coNtiNue responses to the latest draft proposals for end of waste criteria were submitted in september by member states and groups including ADBA and the european Biogas Association (eBA). The proposals by the european Commission’s Joint research Council (JrC) cover the criteria for biodegradable waste including compost and digestate and would replace PAs110. one of the main areas of concern for uK operators was the stability test based on organic acids. Although this has now been removed, Defra has called for it to be set by individual member states as a requirement for market development. The other principal issue that the JrC will need to consider is the positive list of allowable inputs, which has now been expanded to include sewage sludge and residue from mechanical biological treatment (mBT). ADBA is concerned about the inclusion of mBT residue, which risks widely expanding the range of parameters that require testing and harming the drive to creating quality digestate markets. The evidence used by the JrC for the inclusion of mBT seems weak and is being challenged by a number of member states, including the uK. The next version of the guidance to emerge is likely to be the JrC’s final report. This will then go to the european Commission who will need to decide whether to pursue end of waste criteria and produce legal text which will then be subject to negotiation between member states. ADBA will be working closely with Defra, the eBA and the Commission as these proposals develop.
