Working Groups iN tHe sp tligHt Latest news from the Agriculture group, chaired by Greg Hilton of GG Eco Solutions The Agriculture working group meetings combine close scrutiny of government developments with lively discussion, the product of which often populates ADBA’s r&D forums. The group’s most recent meeting was no exception, covering topics including sustainability, purpose grown crops (PgCs), financial incentives for renewables and digestate. The development of a sustainability criteria was broadly welcomed by members, although concerns were raised over whether DeCC’s Bioenergy strategy, published earlier this year, adequately recognised all of the benefits of PgCs for AD without putting them under unnecessary scrutiny. wider discussion of the government’s attitude to PgCs, triggered by recent questions from new ministers, resulted in a consensus of opinion that, when farmed well, PgCs are one of the most sustainable forms of bioenergy available. To this end, the group is supporting the development of best practice guidance for growing PgCs, vital in demonstrating sustainable environmental management. News that sustainability criteria has been proposed for the renewables obligation (ro) and renewable Heat Incentive (rHI), similar to provisions set out in the european Commission’s renewable energy Directive, also proved a source of debate. The uK government is proposing that renewable energy should make a minimum of 60% greenhouse gas emission savings compared to fossil fuel generation, beyond the minimum european requirement. general opinion was that bioenergy from AD can meet these criteria, on the proviso that individual plants should maintain their criteria for the duration of renewable incentive support. Although no imminent plans for sustainability criteria for the FIT were apparent, this seems likely in the future and the group agreed to work positively on these. A requirement for more research on comparison criteria between different forms of bioenergy was also recognised by the group, before attention turned to digestate and how to improve its value. with a large amount of work ea to Develop New staNDarD rules Future changes to permitting were the main subject at the most recent meeting of the Planning and Permitting working group. Howard Leberman provided a comprehensive update from the environment Agency, revealing that the transposition of the Industrial emissions Directive (IeD) into uK law is almost complete. Legislation enacting the IeD will come into force from 7 January 2013 and has driven the development of new standard rules for AD activity. The IeD threshold for regulation as an ‘installation activity’ is an input of 100t/day (plants below that figure will be regulated as a ‘waste activity’). The eA is therefore developing standard rules (sr) appropriate for both waste and installation activities. In total there will be four documents; two for on- farm plants (a waste sr and an installation sr), including those using farm wastes, and two on the same basis for plants in any situation taking any feedstocks. For both farm and non-farm plants, the installation sr is capped at a maximum input of 100,000 tpa or an output of 5 mw. underway on waste-derived digestate, the question of a quality assurance standard for non-waste derived digestate, and its potential to aid market development, is being considered. removiNg barriers to biometHaNe iNJectioN Discussions on current gas to grid projects and the barriers which still exist were held at the recent Biomethane to Grid working group meeting, with the group committing to finding a mechanism to follow up on the recommendations made by the energy market Issues in Biomethane (emIB) group. emIB brought together representatives from the gas networks and the AD industry to discuss how to remove barriers to green gas and also produced a series of actions, most of which were to be carried out by ofgem. However, it has now been disbanded, meaning that there is no secretariat to oversee the implementation of these recommendations. members are therefore concerned that the drive to resolve these issues may be lost. The group has also committed to collating information on existing gas to grid projects, in order to provide evidence to DeCC on likely future demand for the rHI for biomethane injection.
