1.3 StructureoftheGIA The GIA is managed by an Executive Committee (ExCo), which consists of one Member and one Alternate Member designated by each Contracting Party and each Sponsor. There is currently one Contracting Party for each GIA country member, which is a government department or agency, or independent company (industry). The ExCo meets twice each year, in spring and autumn, to exchange information, discuss activities and review progress in each of the Annexes and in each of the participating countries, industries and organizations, and to plan future activities of the organization. Non-financial decisions are made by majority vote (unless otherwise specified in the Implementing Agreement), with financial decisions requiring a unanimous vote; with each Contracting Party and each Sponsor allowed one vote. In 2002, the GIA ExCo decided to increase its scope of activities, and as a result, created a dedicated Secretariat, which began operations in March 2003, and is funded by a cost-shared Common Fund. GIA research and activity results are extensively disseminated through participation at international geothermal and renewable energy conferences and workshops, and publication in scientific and technical journals, conference proceedings and in the GIA‘s Annual Reports and Executive Summaries. In addition, information is made widely available on the GIA‘s public website (www.iea-gia.org), through promotional material produced by the GIA Secretariat, and via IEA publications and workshops, and the IEA website (www.iea.org). In 2010, 13 countries, the EC, two international organizations and three industries formally participated in this programme (Table 1.1). ORME Jeotermal, a company that became a Sponsor Member in mid-2008, failed to participate and was unable to pay its Common Fund contribution, hence, the GIA ExCo voted unanimously to withdraw ORME from the organization (officially confirmed at the 27th ExCo Meeting). 1.4 The Executive Committee Officers In 2010, Chris Bromley (New Zealand) was re-elected Chairman; Barry Goldstein (Australia) was elected to serve as Vice-Chair for Policy, and Jonas Ketilsson (Iceland) was elected as Vice-Chair for Administration. Membership There was significant change in the composition of the GIA ExCo in 2010: Romain Vernier replaced Laurent Le Bel as Member for France; Delton Chen filled the position as Alternate Member for Geodynamics; Andrea Ballouk replaced Dieter Rathjen as Alternate Member for Germany; Akihiro Takaki replaced Yoshinori Makino as Alternate Member for Japan; Alfonso García Gutiérrez replaced Victor Manuel Arellano Gómez as Alternate for Mexico; Norway became a new Country member, so Jiri Muller and Pål Edvard Andersen became Member and Alternate Member, respectively; ORME Jeotermal was withdrawn from the GIA, so Orhan Mertoğlu and Nilgun Bakir left the ExCo; Jay Nathwani replaced Ed Wall as Member for the USA, with Alexandra Pressman becoming Alternate Member; and CanGEA Alternate David Gowland left the organization, leaving a vacancy for Alternate Member. The list of ExCo Members and Alternates as at December 2010 is provided in Appendix C. 28
