4f. The City should conduct a survey of potential district heating system customers in order to determine the level of interest in participation. The survey would take approximately a week utilizing two workers. Survey costs using one unskilled employee at $25/hr and a mechanical engineer at $100/hr should total about $5,000. 5. The City should drill a 1000-foot deep test well near the Community Center to determine the depth and temperature of the geothermal resource that could be utilized for meeting the heating needs of the building and pools. The estimated cost for the well and pump test is $200,000. 6. If, despite recommendation 3 above, power generation is a chosen option, then the federal tax incentive rules should be investigated to see whether the PTC or the ITC would be the better fit. One is only allowed to apply for one of these tax incentives. If the use of heat pumps is considered, then the ITC requirements should be investigated. Estimate $2,000 to perform investigation. 7. The Colorado State Energy Program offers many different funding opportunities including the CREBs and QEBCs, but other categories like Green Government and Commercial Building Programs should also be investigated. Estimate $2,000 to perform the investigation. 8. Energy Efficiency and Conservation Block Grants (EECBG) are funding opportunities to investigate even if they will not be used for this project. They might provide opportunities in other areas such as energy efficient retrofits. Estimate $2,000 to perform the investigation. 9. The Colorado Carbon Fund is another opportunity that should be investigated. Estimate $1,000 to perform the investigation. 10. The links provided in the “Potential Funding Sources” section of this report should be periodically checked to see if there are new opportunities available. Estimate $1,000 to perform the periodic checks. ROAD MAP FOR IMPLEMENTING THE USE OF GEOTHERMAL ENERGY The following outlines a procedural plan for the City of Glenwood Springs to follow in order to implement any of the proposed uses of geothermal energy in the urban area. 1. The City Geothermal Task Force members should review the report and, if necessary, contact the “contractors” to clarify any of their description of the resource, proposed uses, the costs, and/or recommendations. 2. Determine which of the project(s) from the recommendations to pursue. 3. Gather additional information, if necessary, on these project(s). 4. Decide on the costs and funding source(s) to implement the project(s). 5. Determine if the City is eligible for the funding, the deadlines, the match or interest rate required (if any), and the time-line to receive the funding. 6. The City Geothermal Task Force should then make recommendation(s) to the City Council as to which project(s) to implement. 7.
