A REVIEW OF GEOTHERMAL RESOURCES UNDERLYING GLENWOOD SPRINGS, COLORADO AND OF THE TECHNOLOGIES APPROPRIATE FOR USE IN THEIR POTENTIAL DEVELOPMENT INTRODUCTION BACKGROUND INFORMATION On December 5, 2008, The City of Glenwood Springs (“The City”) issued Request for Proposal (RFP) BD 2008-041 entitled “Geothermal Resource Evaluation”. On 26 January 2009, the Oregon Institute of Technology - Geo-Heat Center of Klamath Falls, Oregon (OIT) and Geothermal Management Company, Inc., of Frisco, Colorado (GMC) jointly submitted a proposal to The City in response to the RFP. Their submittal was accepted by The City on 2 April 2009, a contract was signed for conduct of the referenced evaluation, by and between The City and OIT. On April 13, Dr. John Lund and Toni Boyd of OIT together with Gerald Huttrer of GMC (“the contractors”) initiated field investigations with a four day visit to The City (see details below). Figure 1 (from Bishop-Brogdan Associates, 1994) depicts the Glenwood Springs area with some salient features annotated. SCOPE OF WORK The following five Tasks were listed in the RFP: 1. Evaluate the geothermal resource in the Glenwood Springs area using available documentation, data, and expertise. 2. Assess the economic and technical applicability of current technologies that could transfer heat from the local geothermal resource to various beneficial uses. 3. Outline and discuss several potential uses of the resource (e.g., direct uses, electricity generation, etc.) and undertake a general feasibility analysis for each potential concept. 4. Identify potential funding sources and joint venture arrangements that could assist the City in its efforts to develop a beneficial geothermal resource program. 5. Prepare a report summarizing the above scope of work. The report should include a practical procedural plan (“road map”), with a tentative schedule and budget, recommendations for the gathering of additional data, information regarding grant applications, and analyses of institutional and/or other constraints. An additional task was added after a July 16th meeting with the City Geothermal Task Force: to investigate the potential for using geothermal energy to provide the heating required for the Community Center, including the three pools. 8
