Geothermal Study draft, comments Russ Arensman (arensman@rof.net), 7-15-09 Draft report is very clearly written and accessible, even for lay readers. It contains several interesting observations and recommendations: - Confirms need for reinjection wells if production wells are used - Confirms that electric generating potential is marginal, and risky * Downtown district heating system appears feasible, with possible 6-14% ROI (based on reinjection system to heat 150,000 ft2, estimated cost: $860K, payback in as little as 7-9 years with 100% participation, as in new confluence development) * District heating system using Pool and Yampah Springs cistern waste water also appears feasible, and low-risk, to heat new confluence development, (estimated cost of system to heat 300,000 ft2: $500K payback in as little as 3 years) * “Hybrid” geothermal/fossil fuel system could be used at community center. Potential cost: $200K, 30% ROI and payback in just 6 years (see p. 37-38) Questions: - Study suggests city study possibility of using a Slim Jim® or slinky coil for space heating of individual buildings (see p. 5, #6e). What are those technologies? - What potential partners were contacted? (see p. 45) - Under potential use #4 (p. 28, 29), can you specifically address the estimated costs and payback time for a reinjection-based district heating system sufficient to heat a potential new confluence-area mixed use commercial/residential development @ 150,000 ft2, 300,000 ft2 and 500,000 ft2 increments. Consider options with and without use of hybrid fossil-fuel peaking heat system. Concerns: 1) RFP instructions were to focus on technical feasibility and to “identify,” “but not address” legal issues at this time. Yet possible effects on pool and need for legal agreement/settlement are mentioned repeatedly and prominently throughout the report. (for example, on pages 1, 2, 3, 4, 5, 6, and 11 – “A Project Concern” section, 18, ) This emphasis seems to presume, before a project alternative is even identified, that the Pool will be negatively affected, while underemphasizing the numerous options for non- consumptive use of the geothermal resources underlying Glenwood Springs. This implied presumption could affect public perceptions of the feasibility of using this resource, and should be minimized where possible. Conversely, potential non- consumptive uses should be emphasized where feasible (for instance, potential reinjection-based district heating system use #4, p. 28, 29) 2) p. 32 suggests that a convention center is being planned in the confluence area.
