Guidelines for the Petroleum and Geothermal Energy Resource (Resource Management and Administration) Regulations 2014 3.6.1 Performance Objectives 3.6.1.1 Objective To define the performance objectives that an title holder will be required to achieve to ensure integrity of the well or wells. 3.6.1.2 Guidelines To address Schedule 1 item 7 the objectives should relate to the identification and assessment of impacts and risks. Each impact and risk (or group of impacts and risks) should have a performance objective that is specifically related to that impact or risk. 3.6.2 Performance Standards 3.6.2.1 Objective To define the performance standards that a title holder will be required to achieve. 3.6.2.2 Guidelines While the performance objectives define what is intended, the performance standards relate to the quality of the performance. For example, a performance objective may state that the title holder will ‘minimise impact on the integrity of the well; common standards associated with this objective are ‘Company Standards Manual 101’ and ‘Company Procedure XYZ’. For each performance objective, a WMP should include at least one related standard, although it is common that a number of standards will be included (because it is not likely that one standard will cover all aspects of an objective). In this way, the standards will be linked to the identified impacts and risks associated with the activity. The standards must be clearly identified to enable evaluation of title holder performance. In addition, the standards should be consistent with the requirements of the company policy and legislation outlined in the WMP. It should also be noted that industry codes of practice and guidelines can contain suitable standards. 3.6.3 Measurement Criteria 3.6.3.1 Objective To define the measurement criteria for determining whether the objectives and standards have been met for the activity. 3.6.3.2 Guidelines For each objective and related set of standards, auditable and measurable criteria must be identified. In this way, the criteria will be linked to the identified impacts and risks associated with the well activity and will allow performance against the objectives and standards to be measured. The measurement criteria should: • cover the full range of performance objectives and standards; and • allow direct measurement of performance by monitoring, data analysis, inspection or audit. The criteria may relate to: • a certain activity being carried out (e.g. monitoring); • certain procedures or requirements being followed; • certain equipment being in place; • successful completion of a stage of the well activity – eg BOP test successfully performed; • the keeping of records; or • the absence of an undesirable condition. THE FIELD DEVELOPMENT PLAN 4.1 OBJECTIVE The objective of this guideline is to assist the petroleum industry to understand the requirements, indicative timing and process leading to the approval of Field Development Plans (FDP’s). A production licence authorises the licensee to carry out petroleum recovery operations in the licence area. One of the main objectives of the regulations is to ensure that petroleum operations are carried out in accordance with good oil field practice, and are compatible with the optimum long-term recovery of petroleum. ‘Good oil-field practice’ as a concept is defined in section 5 of the Act as meaning “all those things that are generally approved as good and safe in the carrying on of exploration for petroleum, or in the operations for the recovery of petroleum, as the case may be.” A key tenet of good oil field practice is resource management. Resource management ensures that the production of crude oil or raw gas is at a rate that can be sustained without adversely affecting the petroleum reservoir and avoiding unnecessary loss of associated resources. Petroleum should be produced at a maximum efficiency rate, which is the maximum rate at which oil or gas can be produced without excessive decline or loss of reservoir energy.
