Guidelines for the Petroleum and Geothermal Energy Resource (Resource Management and Administration) Regulations 2014 The licensee must include in this notice the impact and mitigation process with regard to the significant event if a change to the existing field development plan is entailed. The modification of the field development plan will require the re-submission of the plan with explanation of how it differs from the originally approved field development plan. DEVELOPMENT CYCLE Diagram 1- Discovery/Location Phase Petroleum Discovery Diagram 2 Field Development Plan and Production Licence 5 months Acceptance of Field Development Plan Start clock for application for retention lease or production licence 4.3.2 Application Criteria: Field Development Plan A field development plan is submitted by a licensee, or as part of a production licence application, as a means to assist in the assessment of approvals related to the licence area. The field development plan should be dynamic and evolve over time from the initial field development plan to the final field development plan before production start-up. The field development plan will also evolve further in response to changes in information obtained by surveillance, the management of production facilities and variations in operating practices after production start-up. It may also change in reflection of a varied emphasis on longer term development issues or options, such as infill drilling, provision of artificial life, enhanced oil recovery operations or cessation of production. It is recognised that a proponent may only be able to provide conceptual responses to some of the detailed requests outlined below, particularly at the preliminary field development plan stage. In some circumstances, a proponent may need to submit additional information to assist in the assessment of the field development plan. As such, the proponent should discuss with the Department at an early stage which aspects and the level of detail that should be submitted in the field development plan along with the production licence application. All variations or updates to an approved field development plan must also comply with the regulations. The content required for a FDP is provided in regulation 48 and detailed in Schedule 3 for petroleum and Schedule 4 for geothermal energy.
