WELDING CENTRE NEWS What Every Structural Engineer Should Know About Welding The recent Department of Building and Housing Report on the Southland Stadium Roof Collapse has put the spotlight on quality assurance in the steel fabrication and construction industry. The resulting Practice Advisory 14 has now been issued requiring welding and section checks for some long span steel roof trusses. Steel deservedly enjoys an excellent reputation as a safe and cost effective material for structures such as buildings and bridges. The very good performance of steel framed buildings in recent Canterbury earthquake(s) has highlighted the advantages of steel as the material of choice for seismic design of multi-storey buildings. To ensure the reliability of welded structural steelwork a range of quality assurance procedures are available. They range from the relatively simple such as visual inspection of the completed work, to a more structured approach involving an inspection and testing plan (ITP), and through to a formal quality management system as provided by AS/NZS ISO 3834 that covers the whole process from design through to all stages of fabrication and welding. Specifying the required level of quality assurance for welded structures is the responsibility of the design engineer. There will also be occasions where others in positions of responsibility may find themselves called upon to make decisions or recommendations on aspects of welding when they do not have an in-depth knowledge of welding QA. With this in mind, HERA's NZ Welding Centre is offering a seminar aimed at providing guidance on the principles of quality assurance for welded steel structures. The key topics include: • The relevant NZ, AS/NZ, and AS/NZS/ISO welding related standards • How design, construction and welding standards are applied • Responsibilities of engineers/designers, fabricators, and inspectors • The "procedural" approach; the qualified welding procedure specification (WPS) • Why using a qualified welder is important, but not enough on its own • Recognising welding "imperfections" and "defects". • Inspection methods and how to effectively apply them • The challenges of site welding and welding on existing structures • When and where to ask for expert assistance These points will all be discussed in relation to the DBH Report and Practice Advisory 14, and to other case studies including steel framed buildings and bridge girders. The seminar will provide guidance on what to look out for, what to look at, and when and where to go for assistance. The seminar is aimed primarily at structural engineers. However, it will also be of real value to those in a wide range of other roles such as: • Structural and site engineers • Graduate engineers • Project managers and contractors • Building certifiers, local authorities staff • Consulting architects • Graduate engineers • Building owners and property developers • Insurance companies. The MEA were successful in getting the occupation of Metal Fabricators (Welders) listed on the Immediate Skills Shortages List. For the second round of the review process, they now need to supply more detailed information acknowledging this skill shortage.
