STRUCTURAL NEWS HERA in Oz Te Rewa Rewa Bridge Receives International Award HERA would like to offer its congratulations to Peter Mulqueen of Novare Design in Wellington in winning the prestigious International Association of Bridge and Structural Engineering (IABSE) Outstanding Paper Award for the paper entitled “Creating the Te Rewa Rewa Bridge, New Zealand”, which was published in the November 2011 edition of the Structural Engineering International journal. All of the IABSE 2012 Awards will be presented at the Annual Meetings and the IABSE 18th Congress Seoul, between 16th to 21st September 2012. HERA Provides Support for Manufacturers Wishing to Gain CE Marking All construction products covered by a harmonised European Standard are required to be CE Marked in Europe; this is particularly true in the UK where products will be required by law to be CE Marked by the end of July 2013. The one exception is for products covered by EN 1090 (rolled steel sections and cold formed steel sections), where CE Marking will not become mandatory until July 2014. Harmonised Standards (hEN’s) are central to the CE Marking process in that they declare everything that the product manufacturer is required to do. This may involve Initial Type Testing (ITT) of a product, and may require Factory Production Control (FPC). In the absence of a Harmonised Standard for a particular construction product, a European Technical Approval (ETA) provides an alternative route to CE Marking. For manufacturers who wish to demonstrate that their products or services have been independently HERA Systems Dr Stephen Hicks recently delivered a series of national 1- day seminars on floor vibrations in Sydney, Adelaide, Brisbane and Perth on behalf of the Australian Steel Institute. Through in-situ vibration measurements on hospital, office and residential floors over the last decade, it has been found that response predictions were inconsistent using existing design guidance for both steel- framed and post-tensioned concrete floors and some of this guidance was based on floor types not representative of modern construction. In response to these findings, the Steel Construction Institute (SCI) in the UK and Arup both developed methodologies for steel and concrete construction respectively. Dr Stephen Hicks co-authored SCI Publication 354 in 2007 which contains two design methodologies for steel-framed construction: the general method (appropriate for any type of structure); and the simplified method which is amenable to hand calculations (only suitable for regular floor bays subjected to walking activities). As well as walking activities, the SCI design guide provides advice on staircases and dance-type activities. In the interests of clarity, the responses calculated by both the SCI and Arup methods can be directly compared with the requirements given in the international Standards AS2670, BS6472 and ISO 10137. The general approach has been widely used internationally for office and hospital floors, which have included One Shelley Street in Sydney, as well as the International Broadcast Centre built for the 2012 London Olympics in the UK. The use of these methods can potentially save significant costs. For example, on the St Richard’s Hospital in Chichester, the use of the SCI methodology led to steel weight savings of approximately 50%. Structural Manager HERA NEWS Jul 2012 Page 9
