Currently, Focus provides up to 30 percent of project costs, up to $250,000 per project ($500,000 per customer per year limit). Focus program services include additional feasibility studies, facilitation of grant applications, contractor arranging, Best Practice training, and energy management support. This program will also consider including an effort to develop and provide an integrated facility benchmarking and tracking tool that indexes energy use and carbon to the particular end-use for that facility, with respect to production units. For example, as Dick Reese does with his Energy Scorecard for paper machines, there may be similar opportunities, working with Energy Experts and Qualified Specialists to develop a similar tool for steam users or compressed air users. Such a benchmarking may be industry-wide or be honed down to industry type, such as food processing. A benchmarking tool may also be a means of providing special recognition to top performers. Such a tool may also provide a way for the customer to track energy use over time. Marketing and Outreach Strategy Along with the Wisconsin Industrial Energy Group (WIEG) and other key industry associations in Wisconsin, key stakeholders will be identified. The existing Focus project tracking database will be used to identify customers in the eligible range and who would be likely candidates for more comprehensive assessments. Other customer databases, including Harris Infosource, will be used for marketing to the right level of management. This program will develop a detailed communication and outreach plan to recruit SEN participants for all aspects of this program, including ESAs, technology demonstrations, training opportunities, and ANSI pilots. The plan will use existing protocols and channels employed by the Focus Industrial program. The communication/outreach strategy for SEN recruitment and customer participation will follow conventional USDOE protocols and is described above, under SENAs. As the situation allows, successes will be highlighted through awards ceremonies, press releases, demonstrations, and other customer recognition. Special marketing materials, to be disseminated through Energy Advisors, website, and special mailings, will describe the program offer and emphasize the customer’s ability to leverage additional Focus resources, including the array of Focus financial incentives. In some cases this may even include market providers who may welcome third-party expert review, provided by USDOE-certified Energy Experts that can support project proposals. Focus Energy Advisors, as they have done in the past few years, will identify current programs, activities, incentives that will support the recommendations that arise from ESAs and other activities through this program. This support includes project grants, follow-on feasibility studies for recommendations, software training, and Best Practice training. This proposal will include the development of a recognition program, including media plan that acknowledges participation in SEN and gives special recognition, through awards and press releases, to customers who implement significant projects. Focus currently works with industry associations and supports their conferences and workshops. These events are excellent opportunities for recognizing their members’ achievements in energy efficiency. Where the opportunities arise, such as through association membership meetings, we will coordinate awards Industrial customers, through their association memberships and through direct contact from Focus Energy Advisors, will be notified of ESA opportunities.
