Best Management Practices – Mitigation Measures permit directions and stipulations for terrestrial and aquatic applications. x Explosives shall be used only within specified times and at specified distances from sensitive wildlife or streams and lakes, as established by the BLM or other federal and state agencies. Wild Horses and Burros x Employees, contractors, and site visitors shall be instructed to avoid harassment and disturbance of wild horses and burros, especially during reproductive (e. g. , breeding and birthing) seasons. In addition, any pets shall be controlled to avoid harassment and disturbance of wild horses and burros. x Observations of potential problems regarding wild horses or burros, including animal mortality, shall be reported to the authorized officer immediately. Livestock Grazing x Dust control measures would reduce impacts on livestock forage during construction and demolition activities; x Development should minimize the number of structures required; x Litter and noxious weeds should be controlled and removed regularly during construction and operation. Cultural Resources x Unexpected discovery of cultural or paleontological resources during construction shall be brought to the attention of the responsible BLM authorized officer immediately . W ork shall be halted in the vicinity of the find to avoid further disturbance to the resources while they are being evaluated and appropriate mitigation measures are being developed. x Before any specific permits are issued under leases, treatment of cultural resources will follow the procedures established by the Advisory Council on Historic Preservation for compliance with Section 106 of the National Historic Preservation Act. A pedestrian inventory will be undertaken of all portions that have not been previously surveyed or are identified by BLM as requiring inventory to identify properties that are eligible for the NRHP. Those sites not already evaluated for NRHP eligibility will be evaluated based on surface remains, subsurface testing, archival, and/or ethnographic sources. Subsurface testing will be kept to a minimum whenever possible if sufficient information is available to evaluate the site or if avoidance is an expected mitigation outcome.
