Results are expressed in units of $/MWh (equivalent to mills/kWh). Two key parameters are the capital recovery factor (to amortize capital expenses), and the plant capacity factor (which determines the effective annual hours of operation at full load). The addition of a CO2 capture and sequestration system increases the COE for the plant; this incremental cost of electricity is attributed to CO2 control. 4.4 Cost of CO2 Avoided Many analysts like to express the cost of an environmental control system in terms of the cost per ton of pollutant removed or avoided. For energy-intensive CO2 controls there is a big difference between the cost per ton CO2 removed and the cost per ton “avoided” based on net plant capacity. Since the purpose of adding a CO2 unit is to reduce the CO2 emissions per net kWh delivered, the cost of CO2 avoidance is the economic indicator that is widely used in this field. It can be calculated as: Cost of CO2 Avoided ($/mton) = ($ / kWh)after − ($ / kWh)before (t CO2 / kWh)before − (t CO2 / kWh)after For power plants with multi-pollutant controls the desire to quantify costs for a single pollutant sometime requires an arbitrary choice of how to charge or allocate certain costs.
