CARBON REMOVAL 101 15 2.1 CONTEXT Carbon removal solutions can help solve the climate crisis and ensure a prosperous future. Carbon removal is any process, technology, or system capable of removing and reliably seques- tering carbon from the air over its life cycle. When pursued in an equitable, sustainable, and economi- cally-viable manner alongside aggressive efforts to reduce CO2 emissions, carbon removal solutions can be a “no regrets” climate strategy. Carbon removal solutions are not entirely new to the climate solutions portfolio. Many biological removal approaches like reforestation have often been associated with traditional mitigation efforts. In fact, the IPCC includes carbon removal solu- tions in its definition of mitigation: “Mitigation is a human intervention to reduce the sources or enhance the sinks of greenhouse gases [emphasis added].”1 Despite this definition, the IPCC has also classified carbon removal as a method of geoengineering alongside solar radiation management.2 Because there is no clear difference between these defi- nitions, this report only considers those carbon removal solutions that fit the popular definition and risk profile of “mitigation.” For an explanation of which solutions are excluded from this report, please see page 24. “Removing CO2 from the atmosphere is and can be valuable” — the National Academies of Sciences Climate Interventions (2015)1 @TheNASEM Figure 1.
