World on Track to Exceed Carbon Budgets for 2°C 12 Using 2014 total global annual emissions (at ~40 billion tons of CO2-eq), the world will be on track to exceed the carbon budgets for both 1.5°C and 2°C in only a few decades. >66% chance staying below 2°C 21 YEARS In the case of one of the following scenarios, carbon removal can act as an insurance policy for carbon budget overshoot: • Existing mitigation commitments are not increased as aggressively as needed • The emissions budget associated with 2°C of warming turns out to be smaller than the 1,000 billion tons CO -eq that is currently estimated 2 • 2°C of warming is determined to be unacceptably high This ability to compensate for carbon budget over- shoot makes carbon removal an important com- plement to, not a substitute for, other mitigation strategies. Emission abatement strategies, such as renewable energy, energy efficiency and ecosystem conservation, offer the most cost-effective way to reduce emissions. But only carbon removal solu- tions can clean up excess CO2 from the atmosphere — providing this increasingly critical insurance policy against carbon budget overshoot. Figure 5.
