12.2.2 Planned project The government has a clear two-phase plan to develop its geothermal resources. The first phase is building a 10.5 MW geothermal power plant to meet domestic demand.244 The second phase is carrying out the production drilling and building a 100–120 MW geothermal power plant to export electricity to Martinique and Guadeloupe. Figure 12.3 presents the status of Dominica’s geothermal project. Despite significant progress in developing the resource, the government has not advanced in reaching an agreement to finance, build, and operate the power plants.
