The uncertainty in the calibration weights is propagated through the force calculation which results in an uncertainty of 0.02 N. The force uncertainty is an order of magnitude larger than the length uncertainty, so the total systematic uncertainty is essentially 0.02 N-m after summing in quadrature. With 4 degrees of freedom, the SEE is found to be 0.278 and the coverage factor for a 95% confidence interval is 2.57, giving a combined systematic uncertainty of 0.714 N-m.
