hired by private companies. In addition, Reinmann had fostered cooperation among researchers, facilitating the exchange of ideas. One area stood out. During his sixteen years in the icing branch, Reinmann had seen NASA become a key member of an emerging icing community. Together with his deputy, Shaw, he had worked closely with the icing committees in SAE, AIAA, and NATO’s Advisory Group for Aerospace Research & Development (AGARD). NASA researchers had served on these committees, presented papers at meetings, and promoted the exchange of information and ideas about developments in icing. Lewis had hosted a number of symposiums and workshops that brought together individuals from private companies and government agencies, both in the United States and abroad, who shared a common interest in icing. Reinmann, of course, had not been alone in these efforts. Adams of the FAA, for example, vigorously had promoted the same objectives. Nonetheless, NASA had been a powerful moving force in creating a close-knit group of the icing experts that formed the heart of the icing community.33 Clearly, NASA’s icing research program had come a long way since 1978. Compared to the propulsion programs at the Lewis laboratory, it remained modestly funded and manned. “I think management tolerated it,” Reinmann recalled, “because it produced the type of publicity that the public and Headquarters could understand—flight safety. And the IRT’s uniqueness and its heavy usage by industry added to [Lewis’s] value when Congress was looking to eliminate some of the NASA centers.” Indeed, by the time of Reinmann’s retirement, the IRT was being used more than a thousand hours a year, on average. “That high usage rate,” Reinmann emphasized, “says a lot for our tunnel oper- ators, our operations engineers, and our research engineers.” Important work had been done in developing advanced ice-protection systems and in formulating computer codes to predict the response of any aircraft to an icing encounter.
