Chapter 8 The 1990s The icing branch underwent a number of senior personnel changes during the 1990s. Following Reinmann’s retirement in 1994, there were a series of acting branch chiefs for some nine months before Hao Ok Lee took over the job in 1995. Two years later, after Lee moved to a more senior position in the Lewis Base Program Office, Thomas Bond became acting chief, then permanent head of the branch in 1998. A one- time airplane mechanic on Twin Otters in Alaska, Bond received his B.S. in mechanical engineering from Penn State in 1983. He joined NASA upon graduation and started work in the internal combustion engine section. In 1986 Bond moved to the icing branch, where he gained a reputation as a “hands-on” individual who enjoyed experi- mental work.1 IRT facility managers also changed, beginning with Harold Zager’s retirement in 1988. Several months before Zager left NASA, David W. Vincent was brought in to relieve him of responsibility for the IRT. A graduate of the University of West Virginia in 1963 with a degree in aeronautical engineering, Vincent had worked in a variety of assignments during his twenty-five-year career at NASA-Lewis, but he had limited tunnel management experience. “Not knowing anything about Dave,” Reinmann recalled, “we were a bit con- cerned when he was assigned to the IRT.” Reinmann’s apprehension soon vanished, however. Although just as committed as Zager to maximum productivity for the tunnel, Vincent’s style of management was less confrontational than his predecessors. With respect to scheduling, for example, Vincent adopted a cooperative approach, with weekly meetings to review and adjust time allocations. Also, he had not been instructed, as had Zager, to make contractors “happy.” On the contrary, there was a new emphasis on having manu- facturers pay for tunnel time except when they agreed to share data or participate in a joint program with NASA researchers.
