The EPA also met with users of water, such as state agriculture departments. The EPA did not meet with agencies from every state, but instead focused efforts on those states with significant oil and gas exploration and production (E&P) activities and produced water generation. Some states currently issue permits for produced water discharges (for example, west of the 98th meridian); others do not.
