Once the risk level is quantified, mitigation steps with specific exit criteria are defined which serve to mitigate the risk in stepwise fashion. Examples of these steps are development of an analytical model and/or performing a rig test. Along with each exit criteria, a workaround plan is identified in the event the exit criteria cannot be met. For example, if a risk mitigation step was to evaluate the results of an analytical model and the exit criteria was that the results met requirements, a workaround plan (in the event the results did not meet requirements) might be to launch a component redesign. Considering the previous example ofthe compressor variable vane actuation load, the risk item in this case would be excessive cost and weight of actuation system due to high uncertainty in the actuation requirements. The probability would be a function of the uncertainty in the prediction (probably either high or moderate) and the criticality would represent the cost and schedule associated with a redesign of the actuation system. Given that a significant number of control system requirements would fall into the category of needing risk mitigation plans, the engineering labor cost associated with creating and maintaining these plans would be significant. In most situations like this, the only defined mitigation is to obtain engine data to resolve requirement uncertainty and launch a component redesign ifthe development cost and schedule impact is justified by the weight and product cost savings. 4.4 Reasons for Non-Optimum Designs There are many reasons for non-optimum control hardware designs, but two prevalent ones will be discussed. 1. Late Definition of Requirements. Recalling the discussion from section 1.2, control system hardware has nearly the same lead time as other engine hardware, yet must be delivered earlier for subsystem integration testing (Closed-Loop Bench) prior to FETT.
