6.2 Organizational Improvements It is not readily clear ifthe issue ofdisjointed allocated and functional requirements can be solved through process or if an organizational change is needed. It might be possible to resolve this issue through an improvement in the integration process of allocated and functional requirements, but it might take more than mere complaining from the receivers of requirements to make this happen. For module centers whose product's attributes are more heavily driven by functional requirements than by structural/durability requirements, it may make more sense to integrate organizational aspects of all requirements flowdown processes. In other words, move responsibility for flowdown of all requirements to a single organization within the Systems Engineering organization with the expertise to understand the trades between cost/weight and functionality, namely the Chief Engineer. Currently, the Chief Engineer plays more of a "hands off" role when it comes to functional requirements flowdown, leaving this responsibility to the analytical arm of Systems Engineering, Propulsion Systems Analysis (PSA). To some extent, the incentive structure to link allocated and functional requirements is already in place since the Chief Engineer is responsible for meeting technical and affordability requirements at the integrated propulsion system level. It is in his best interest to equitably spread the "challenge" of cost and weight allocations across modules since under-challenged modules will stop iterating too soon and over-challenged modules may not be able to achieve the allocations due to other technical requirements. In practice, however, the Chief Engineer plays a more active role in resolving disputes and requirement challenges than in the initial requirement flowdown process, considering requirements in a holistic sense.
