Both positions appear to hold significant power and influence to affect the ultimate design of the product, but in the PW organization, the Chief Engineer is primarily focused on the technical aspects of the product whereas the Toyota shusa appears to have total program responsibility28. The PW Program Manager (to whom the Chief Engineer reports on a matrix basis) is ultimately responsible for ALL aspects of the product, from marketing to technical to logistical support to warranty budgeting. This would seem logical given the increased technical complexity and criticality of a jet engine over an automobile, and due to the substantially different cost of ownership and life cycle. These aspects require much more planning and strategy in the gas turbine engine world, therefore require a larger and more diverse organization to manage them. Regarding the issue ofequitable reallocation ofcost and weight across module center boundaries, this could easily be handled by process without an organizational change. Allocation of cost and weight as well as issue resolution clearly is the job of the Chief Engineer. This could be a simple two-step process beginning with 1) reallocating cost/weight between module centers to "level the playing field" and then 2) reallocate remaining savings equally among participating module centers. The net result would be for each participating module to make an equivalent weight reduction against its allocation. As an example, let us assume that two module centers A and B are each partial owners in a particular engine subsystem and the weight status ofeach currently equals their respective weight targets. Ifmodule A makes a change that results in a weight increase of 4 pounds, allowing module B to reduce weight by 14 pounds (a net savings of 10 pounds), 28 Womack, James P, Daniel T.
