1. 4 pounds of target weight allocation to be transferred from module B to module A, resulting in a net zero against A's target. Module B would be at a net 10 pounds under its target. 2. This remaining 10 pounds under the target could be equally divided between the two participating module centers, resulting in a total of9 pounds oftarget being transferred from module B to module A (4 to cover the original investment and 5 of the remaining system savings) for a net savings to module A of 5 pounds. The weight status ofModule B would be reduced by 14 pounds by incorporating the change, but by transferring 9 pounds of target, it would make a net gain against target of 5 pounds (14 - 9), the same as module A. This simple process change could encourage more innovative behaviors resulting in various module centers proposing solutions that are more integrated. 6.3 Chapter Summary This chapter discusses issues of an organizational nature that are associated with the requirement flowdown and allocation process as it currently exists between PW and HS. One issue that was explored involves the linkage, or lack thereof, between derived functional requirements and allocated requirements such as cost and weight. The issue appears to be rooted in the Systems Engineering (SE) organizational structure since functional decomposition occurs within the analytical entity (PSA) and requirement allocation is performed by the Chief Engineer. The lack of linkage between these two types of requirements can result in requirement conflict leading to excessive engineering iteration during the development program. Either an organizational change to merge the two activities or a process change to better integrate the activities would improve the situation. The issue of equitable reallocation of cost and weight across module center boundaries resulting from system trade studies can be handled by a simple process changes. Resolution of 124
