Mining PILLAR 2: BUILDING BIPARTISAN POLITICAL SUPPORT FOR BROAD CLIMATE ACTION In addition to their value as a climate mitigation tool, carbon removal solu- tions hold the potential to reshape the political economy of climate change in ways that encourage swift, overarching action. Specifically, carbon removal solutions can broaden the political coa- litions in support of climate by creating new, climate-friendly business opportu- nities in many sectors of the economy, including forestry, agriculture, energy, manufacturing, and mining (more de- tails in Section 2.3). While, these sectors have long been indifferent or even hostile to climate ac- tion in the past, as strict climate regula- tions were seen to threaten their com- petitiveness. Carbon removal solutions offer these threatened industries new opportunities to thrive in a low-carbon world. For example, engineers that have companies could use their capital to ex- the 2°C tractmineralsthatsequester—Climnoateemit — CO2. In addition, farmers and for- esters could be incentivized to manage their land in ways that lock CO2 away in soils and plants. While these constituen- cies might not have been able to easily pivot to embrace renewable energy and other abatement strategies, the shift away from carbon-intensive practices to carbon-removing ones offer addition- al pathways for these communities to flourish in a low-carbon world. Carbon removal advocates will likely come from communities across the political spectrum, leading to broad and potentially powerful new political con- stituencies in favor of climate action. Because regulations that support carbon removal would also likely benefit other mitigation and adaptation efforts, car- bon removal advocates could provide a key political constituency that enables governments to accelerate the pace of comprehensive climate action.
