Adams’s concern with the need for helicopter ice-protection systems eventually led to a meeting of government agencies at Fort Eustis on 9 December 1977. Adams informed rep- resentatives from NASA and the FAA of the Army’s research and development work, which he hoped would provide the basis for establishing a broader program of icing research.10 Milton A. Beheim, a division chief at Lewis who attended this meeting, embraced the idea of NASA’s participation in the icing program. He gave his enthusiastic endorse- ment to Bernard Lubarsky, deputy director at Lewis, for reopening the icing section. Lubarsky supported the recommendation and obtained the approval of Headquarters.11 To launch NASA’s reinvigorated icing effort, Beheim decided to hold a workshop at Lewis that would bring together the various agencies and individuals that would later Industry in the IRT Figure 4–5.
