(NASA C-97-01251) effectiveness of these devices was accomplished by simulated lightning strikes, usually conducted within indoor high-voltage laboratories. Even after having passed these certi- fication tests, however, the radomes continued to be vulnerable to lightning strikes, suggesting that atmospheric conditions—rain, ice, airflow—might influence the per- formance of the designs.13 Late in 1993, a consortium of government agencies and commercial companies in the United States and Europe formed a joint program on the improvement of lightning and static protection of radomes. One of the objectives of the multi-year program was to test the segmented diverter system under simulated environmental conditions. The FAA sought the assistance of NASA-Lewis to conduct these tests. After an inspection of the IRT in February 1995 determined that the tunnel could accommodate the experiment, the tests were scheduled for October 1995. 13 Irvine to Michael S.
