Decarbonization in California Today's all-electric home has 45% lower CO2 emissions versus dual- fuel* *expected to improve with greening of the grid Source: Frequently Asked Questions 2019 Building Energy Efficiency Standards *Source: Residential Building Electrification in California, E3, April 2019 The Environmental and Energy Study Institute defines beneficial electrification (or strategic electrification) as “replacing direct fossil fuel use (e.g., propane, heating oil, gasoline) with electricity in a way that reduces overall emissions and energy costs.” (https://www.eesi.org/electrification/be) Replacing traditional gas furnaces and gas/electric split systems with heat pump HVAC technology is part of this effort. According the UC Davis California Lighting Technology Center: “Single-family homes built with the 2019 standards will use about 7% less energy due to energy efficiency measures versus those built under the 2016 standards. Once rooftop solar electricity generation is factored in, homes built under the 2019 standards will use about 53% less energy than those under the 2016 standards. This will reduce greenhouse gas emissions by 700,000 metric tons over three years, equivalent to taking 115,000 fossil fuel cars off the road.” (UC Davis California Lighting Technology Center, Residential Lighting: What's New in 2019 Title 24, Part 6 Energy Code?, December 13, 2019) Many in the industry will instantly connect the PV mandate and the need to convert to heat pumps and all electric heating and cooling. In the Rooftop Solar PV System Report for the 2019 Standards Update, E3 projects that in California: • 74,154 single-family homes will be built under the new code in 2020 • First year’s energy savings will result in 114,019 tons of avoided CO2 emissions. According to the California Energy Commission: • On average, the 2019 standards will increase the cost of constructing a new home by about $9,500 but will save $19,000 in energy and maintenance costs over 30 years. • In other words, that’s an additional $40 cost per month for an average home but savings of $80 each month on heating and electricity.
